Millstone, NJ resident and Navy Reservist Captain John M. Carroll, was recently awarded the prestigious Legion of Merit by Vice Admiral Kenneth Floyd, Commander of U.S. THIRD Fleet in San Diego, CA. Captain Carroll has devoted over 24 years of service to the United States Navy and is currently serving as the Commanding Officer of the Naval Cooperation and Guidance for Shipping Pacific Hub.
Captain Carroll was also recently appointed as the Chairman and senior U.S. Navy representative of the Pacific Indian Ocean Shipping Working Group, a multi-national coalition of Pacific and Indian Ocean Nations formed to develop strategies and tactics in defense of sea lines of communications. In this role, Captain Carroll recently briefed a large NATO summit meeting in Hamburg, Germany where he represented the United States as the senior U.S. Military representative.
Having served in his present Command since 2012, Captain Carroll leads over 100 reservists and has served with great distinction. His Legion of Merit citation reads as follows, “Captain Carroll’ s visionary leadership and exceptional professional acumen paved the way in developing the Naval Cooperation and Guidance Pacific Hub with THIRD Fleet directly resulting in the alignment of policies and strategies for six Reserve units worldwide. An outstanding planner, he directed over 7,000 man-days of support to U.S. THIRD Fleet Maritime Domain Awareness…his operational experience and superior knowledge made him THIRD Fleet’ s principal advisor on Naval Cooperation and Guidance for Shipping exercises, crisis response and contingency operations.”
Captain Carroll is a 4-time Commanding Officer in the U.S. Navy, a veteran of Operation Enduring Freedom, and holds numerous other personal and campaign awards. He presently resides in Millstone, NJ with his wife and four children.
